I'm trying to get all the lights to work on my J&M 1151 cart. I verified all the bulbs are good but cannot get the right rear tail light to work. The manual shows a "light enhancer" on the circuit and I have on ordered from the dealer. What does this thing do and do they fail?

If you scroll down the page a bit it has a flashing demo that shows what it does.
