Panels definitely need to be above flood level. Do you have a area where if it floods. Moving water would not damage the structure the panels were mounted on. I would think the same for the well. Top of the casing should be above flood level. Possibly a pitless adapter with a vent line going above flood level. Your well driller should know local regulations on the well. Could just have the casing stick up above flood level.
For 80 acres, I wouldn't think you would need multiple tanks. Personally I would put in big enough tanks to hold enough water for storage.
You can put a pressure switch on your well and float valves on your tanks id you don't want water overflowing the tank.
I have no idea how many cattle you are running, which can make a huge difference.
