That would be considered full tillage here.
I suppose in your area cool wet soil may be an issue.
Here, I just run the planter over the cornstalks with no tillage.
I just take my time so the planter can get through and doesn't bounce much.
I was taught that a few beans on top was ok when we used to drill, an carry that through to the planter on no- till.
I try not to plant when it is 40 or 50 for a high and damp.
