The Novatel receivers default to WGS84.
All GNSS receivers are receiving WGS84(G2296). What a base outputs to the rover depends upon how configured. CASE's Vector Pro, a Novatel receiver, for instance uses NAD_83(2011) currently. So the base station must output NAD_83(2011) reference frame.
