What you are saying is accurate that the consumer pays the tariff but that typically isn’t the whole story. The exporter typically takes the biggest hit because they have to take a lower price to be competitive. Kind of like US soybeans being priced well under Brazil soybeans in 2018 to offset china enforcing a 25% tariff on its importers of US soybeans.
