Subject: Drilling 1 1/2" holes in 1/2" plate

SE Washington
Have a project this winter, going to involve a bunch of holes. Need to punch about 70 holes that need to be fairly precise. These will be in lenghts of 4"x12"x1/2" mild steel. What's the best way to go about this? I thought about plasma cutting them out but that may be a little on the crude side for what I want. Got a quote from a metal shop for what I wanted it was going to be $50/plate. Each plate also includes 5 1/2" holes. What is the proper tool for this job?
