SC Nebraska		Best way really depends on the dimensions of the plates, hole pattern, tolerance, and quantity.

I’d probably do it on a mill, using a vise and stops to do one hole in every plate, then reposition and do the next hole in every plate, etc.

An annular cutter for the 1-1/2” hole would be good.
