An angular cutter is the only practical way to drill a hole that size.

Depending on the exact hole position, a mag drill may not fit well on your plates. There are adaptors to put angular cutters in a drill press, but the drill press has to have a fixed vice because there can be absolutely no movement of the piece being drilled.

Personally, I would find other shops to bid it on using a CNC plasma table. I'm thinking you can get a better price.
