You're probably looking at buying the individual taps you want. The only sets I see are for three different fit classes (1, 2, 3) and plug, taper, and bottoming taps. 

There will be a NF, NC in each of these sizes, and then pipe thread sizes, if you want that. Many of the available taps will be high-carbon steel, and you'll have to pay more for HSS.

Then you're going to need a tap handle to turn these.
