It is quite normal for some oil the be running down from under control valve. Compare it to another 8630, 4640, 4840 etc.  As far as no pressure to scv's I would be checking pressure control valve. Probably just stuck or has debris in it if has been sitting for awhile. It is located on right front of housing where pressure oil comes in.
