I believe they have the engineeering skills, but their base stations' fitness is unknown. 100% self-built may suggest their budget is limited.
CNH's AFS RTK+ is done at the dealer level for setting up base stations, if a dealer elects to setup a base station. And no service possible if not in range of these base stations.
Point One's coverage in 2023 suggests few base stations in Europe
