S Illinois | I would recommend whole farm enterprise in that instance. Also I would allow for self reporting of bushels raised but only payout 1/2-2/3 of the calculated payout until such time elevator weights/certified scale tickets can be presented and a true bushels raised could be calculated. Yield would still be tied to each tract but it would cut down on the moving of bushels between units to collect. The only real fraud possibility would be future APH games on tracts as more of whole farms yields could be assigned to the wrong tracts, but that would fall on the landlords to monitor not the government. But no payout would be attached to that APH issue until the next year.
Let adjusters do the on-farm feed bin measurements still and silage appraisals.
