The way it was explained to me is it's going straight to the gulf and exported to other countries. USA doesn't get a dime from it, other than the pipeline company and the builders. Run the pipeline through the desert instead of through the largest aquifer. Plenty of space in Nevada, New Mexico, Arizona, Texas.
