I think USDA does the best job with what they have to work with.

However, their reports are what, a month behind, and are reactionary, meaning they report stuff well after it happens.

It doesn't help that farmers don't answer their surveys accurately, if at all. I know of people who said they were going all corn when they were actually going heavy on beans in the hopes to sway the bean planting numbers lower to raise bean prices. Plenty do the same thing the other way, as well.
