That’s sounds good.
What I don’t like is things that are already in contract status to be cut or eliminated. Not fair to sign up for a grain bin loan and all of a sudden the loan is cancelled. Or have a 15 year crp contract that gets axed in year 7. Pretty sure lawsuits happen when contracts get broken, no sense in having a bunch of lawyers for both sides wasting time on signed contracts.
It needs to happen in a going forward type scenario. Crp is 26 million acres, cut it to 10 million or whatever by rationing new contracts. Get rid of arc/plc and increase the loan amount on the crops to get them more in line with current prices. Loans need to get paid back so technically no cost other than administrative
