DOT number is a Federally issued and the law is the same across the country. This is not to be confused with the 10,000 lb and over combination weight law or the farm tag laws. Farm tag laws are state laws by which some states allow trucks to run in their states with out of state tags and some don't. Some like Pa. have a mile restriction. I've been through the whole gamut. I had along and in depth talk with The US dept. of transportation in Washington about the USDOT #. Maybe some states have a state DOT number, but I don't know about that. Chances are if you have Farm tags your local or state police will be stumped on the whole thing. If you have questions on The US DOT # call Washington.
