It's not about the load drawn, it's about the the protection upstream from the wire. The conductors in the circuit need to be able to handle whatever the breaker/fuse allows thru, or you increase the risk of electrical fires.
The NEC was spawned due to electrical fires, and is written by the NFPA. National Fire Protection Association.
