Yeah that's pretty acceptable to me.

Farm along a highway and have plenty of trash in my field from people throwing it out the window or stuff blowing off a truck. Everything from fast food wrappers, beer cans, cling wrap , boxes to car parts like bumpers and tires/wheels. I stop and pick most of it up.

I also have a few fields that have old farm sites buried. After about 40 years it gets better, but there is plenty of treasures we find in those locations every year...including glass, nails and screws.

Emergency services only care about what is in the lane of travel like what has been said here. They need to keep the road safe from causing more accidents. Glass ends up in the ditch and just keeps getting more broke up and eventually goes under the mat of grass.

I wouldn't lose sleep over that much debris left.
