I'd guess it's a question of point of sale. Pay the tariffs due the nation where you buy the goods. For example, I'd guess a commercial aircraft buyer today would use whichever corporate entity was located in a lower-tariff-rate country as the buyer and then lease them to whichever U.S.-based entity needed the transport capacity. Just a guess.
