This time the consumers will see all the subsidized money being given to the farmer while working class people and small business are getting the shaft from these failed tariffs. The farmers and their welfare ain't much different then some mother with 3 kids from different fathers getting help as the farmers are splitting one operation into 3 or more different entities to get as much as they can from the welfare program. All this does is enables the bigger farmers to get more welfare and squeeze out the middle and smaller farmers speeding up the process of consolidation, just like the livestock industry and just about every industry now. This is the reason we should not follow history again.
