Play store is google store on android phones primarily. Android can do direct downloads or outside play store.
Apple has tighter controls in their App Store. A person would have to sideload a alternative App Store. Easier today then 5-8 years ago but guessing Apple could shut those down somewhat quickly if they wanted.
Edit: the risk of using apps from outside the play store on android or App Store on iPhone is introducing potentially hacked apps or a avenue for malware to get on your device.
