higher interest rates are not in the best interest of countries that have lots of debt. it doesnt encourage business expansion. it does encourage people to save money if they have some to save which also doesnt encourage spending to help the economy. maybe they will go like oil did and we will have negative interest rates. wouldnt that be something.
