If Joe's widget company from Norway builds a new better working widget he is allowed to sell into this country with No Tarriffs on his widget. If Wibur Ross has the best widget factory building widget in the USA the decided to fire all of his US employees and move his factory to Mexico for cheap labor then his company would have to pay a tax on his widgets.
BTW. Ross did this while serving as trumps secretary of commerce
