I don’t agree with it but sounds like smaller farms maybe somewhat salvageable. Sorry Little Papa, that is for purposes of federal estate tax. Separate issue from the OP’s concern. If your estate exceeds the proposed lowering to 3.5, good chance you’ll be owing both taxes, which combined would be approaching 90%. And then throw in if you’re unfortunate enough to live in one of the 12 states with a state inheritance tax, and well, let’s just say just about all but a couple bucks will go toward taxes on amounts over the exemption.
