| If the appropriation of the money was to go to the CCC and the CCC was going to disperse the funds according to the CFAP3, then yes the designation of the funds could be changed without law. The CCC may decide to spend the money elsewhere for something that fits their New Green Deal agenda. It would be similar to how Trump took 3.8 billion from the defense fund and moved it to border wall construction. I may be wrong but I believe as long as the money stays in the department where it was originally appropriated for that it will not require congress to approve the change. The 1st CFAP took money that was already in the CCC that had been appropriated for conservation, so it may just be paying that money back. I'm not trying to be political in this post just showing how I could see them diverting the funds without approval from congress and I'm not saying they will divert the money. | |
