Merely an opinion here, I feel each seed has a finite amount of energy in it. The more energy it has to burn to survive or overcome adverse conditions the less there is later on. Laying in cool dry soil is usually little if any problem as we all know. Cold and wet is the problem. How you would calculate the effects is beyond me. To answer your question, I would say, yes.
