Many times it is 80-90F and windy here in KY during wheat flowering, so the ground tends to dry pretty fast, even after a big rain (which usually increases the fusarium risks). These drying conditions often allow you to get over the fields (especially with the newer fungicides, with the slightly wider windows of application) with a ground rig, plus your tracks are likely still there from the 2nd spring N application. Ground rigs will provide a much more uniform compared to drone (especially in windy conditions), when they ideally use 15-20 gallons of water/ac at the recommended height above the crop, with aggressive forward/backward nozzles (to ideally cover all sides of the heads).

If you absolutely can’t get over the fields without making tracks (and you have tried), then a drone is obviously better than nothing. Drones often struggle with coverage and uniformity, both under the drone and with pass to pass uniformity, especially in windy conditions (reference: liquid sensitive paper, and the visible streaks (poor control) sometimes seen in fields when trying to control tar spot in corn). They also don’t create much (if any) down draft (when operating at full working speed), so they tend to lay material mostly on the top of the canopy.
