Yes you are correct on the conspiracy theory. Maybe we just chalk it up to lazy workers who dont give a crap what numbers they put out? Either way it is incompetence.
I know a couple USDA employees, one very high up in the agency. They take their jobs very seriously. They are not lazy, incompetent or crooked.
They use the tools they have. One thing is they don’t want to change methods, if they did any comparison from one year to any other wouldn’t be valid. Data collection may change but they don’t have “everyone’s” numbers next door. They don’t have mine anyway.
