Well maybe they should have better tools.  Why do they still call farmers to get yields? Oris it like the voting system we have extremely flawed?  We give our numbers to the FSA office and insurance providers.  It should all be in a Data base.  Yet someone calls me on the phone from a call center to get my numbers.  And i am not saying all the USDA employees are lazy, crooked or dumb just not using great tools.
